Ia is not one of the oldest Toa in the Matoran Universe, but she is one of its oldest matoran. She served as elder for her village before true turaga came to be. After gaining her powers in the hot slew of energised protodermis forced from a volcanic eruption, she limped to her village as a Toa - only to find it flooded with lava. Only the village's three Ta-matoran survived.
Ia seeks solace in the worship of Mata-Nui, seeing joining the Order of Mata Nui as the only logical step forward. She proved skilled and wise, and one fateful day she was chosen by Lord Nivorn to be one of his archons - each Elemental Lord commanded a team of six elite toa of various elements under the Lord's influence. Ia's wisdom rivals even that of the Earthlord, Reglas.
Her toa tool is a trident, used mainly as a staff through which her powers are focused. Any situation requiring its use as a weapon has been avoided by use of illusions, mind control, or just diplomacy. She is known to be able to fly with the aid of four shadowy "wings" and her mask, the Iden, allows her to take on an astral form.
The MOC was very beautiful. The skirt, the wings, even down to the trident. Although the mask (while very fitting in color) is not as smooth and articulated as the body.
However, the Kanohi of telepathy and mind control rarely look attractive.
It's hard making feminine looking Bionicles, so kudos to you for pulling that off rather well. I always wondered why all water related Bionicles were female and nothing else.
Interesting back story too. It's nice that she's a Toa that prefers diplomacy and persuasion to combat. I guess that means she'll make an awesome Turaga when she fulfills her destiny. And seeing as she served as an elder before becoming a toa she can say, "I was a Turaga before it was cool." to all of her compatriots as they sit around staring at a sacred flame, or blessed puddle... or I guess in her case it might be her own shadow... you know what, THAT would be pretty awesome. You walk in to her hut when she's a Turaga and she's just standing there by a sunlit window staring at her cast shadow since that's her "element". It would be like her form of introspection. Like how Vakama stared at that big bonfire (And melted his brains so he received weird visions, just kidding, that's Onewa talking).

Also, all matoran of Psionics, Lightning or Water are female, and the rest male. Apparently the more primitive Light and Shadow matoran have both genders.
Unfortunately, Ia doesn't survive to turagahood. She dies shortly after the first matoran spacecraft, The Tomorrow, crashes into Bota Magna. Her Iden was meant to make her a sort of failafe should any systems fail. Her body was damaged during its crash.
